Perhaps it was because it was raining did he enjoy collecting it upon the rooftop.
Perhaps it was because it was a beautiful sight did he enjoy watching it fall.

And perhaps, because it was calming, despite the fact it needed to be gathered, did the mere action of gathering it become such a peaceful pass time for him to do during this unusual event...

Sandalphon was aware that the falling starry rain was going to occur only a couple of hours longer. However, as the sight continued on for now, even as it seemed as though the people of the town have collected enough, he wanted to merely stay atop the watchtower to get in what time he could in gazing at the rain. It may be useless to continue collecting.

...but he did it regardless. It was a calming sight to him. And even if the tree didn't need it, he'd simply keep it for himself.
